Issues in Assembly

ITANAGAR, Sept 28: Arunachal Pradesh Chief Minister Nabam Tuki today admitted that crime against women in the state has been on the rise.

Responding to a question raised in the assembly during question hour by Trinamool Congress member Laeta Umbrey, he quoted statistics of the report prepared by Arunachal Pradesh State Commission for Women (APSCW).

He told the house that 190 cases of atrocities against women were reported in the state during 2010, while the numbers in 2011 was 171 and that till August 2012 was 122.

The cases reported in the state were rape, kidnapping, molestation, sexual harassment and domestic violence.

Tuki informed that the government had already established anti-human trafficking units in three district headquarters namely Itanagar, Pasighat and Tezu, while three would be established soon at Daporijo, Seppa and Changlang.

"The DIG (Crime) has been made the nodal officer of these units," he said.

Tuki said, APSCW last month submitted a memorandum to him demanding appointment of child marriage prevention officer under Child Marriage Prohibition Act, 2006 in order to check child marriage.

The other demands of the memorandum includes, non-grant of bail in crime like rape and murder, security to victims and their families, recruitment of more police personnel and opening of separate women cell in every police stations to handle cases relating to women.

Liaison officers: Responding to the question raised by NCP member Alo Libang regarding shifting of SE level officer and his subordinate officers from Delhi to state, Tuki said due to various projects that coming up in the state and to pursue the other government matters, it is necessary to post these officers at Delhi and there is no plan to shift the post of SE to state as of now.

He further said, due to these officers the state exchequer is getting benefits.

Illegal Migration: Regarding illegal migration, Tuki said that the state government would form a committee to study the issue of illegal migration from Bangladesh into the state and prepare a report to be placed in the assembly for discussion.  "In 2010, state government set up special task forces in each district to detect and identify illegal migrants.

Detention cells have been established in every district and checking of inner line permits have been intensified to check influx of outsiders," he said in the assembly while speaking on a private member resolution (PMR) moved by NCP member Bamang Felix.

Felix said that illegal migration from Bangladesh has become a serious problem not only for Assam but for the entire North-East region.

Chief minister Tuki said that DIG (Intelligence) has been appointed as state nodal officer to monitor illegal migrants and their repartition.

"The state is protected under relevant laws like Bengal Eastern Frontier Regulation Act," he said.

He said whatever migrants available in the state were being hired by locals as domestic servants.

He appealed the people to be vigilant while appointing such people and inform the police accordingly for future records.

Felix said that the Centre had earlier decided to deport at least 3000 Bangladeshis every month.

"But towards the end of April this year, it took a U-turn as the union Home Ministry has decided to do a rethink on the policy as it felt the deportation exercise was 'un-implementable'," Felix said.

Renovation of bungalows: Regarding SPA fund for renovation of Bungalows Public Work Department Minister Chowna Mein said the state government submitted the proposal for extension and renovation of Bungalows of Ministers, Parliamentary Secretaries, members of Public Service Commission, Information Commission, Senior Officers at Itanagar and infrastructure development of residential building under PWD Western Zone under SPA and accordingly the Finance Ministry has released Rs 500 lakhs and the work were executed.

The union has documentary evidence to proof that executive director NE region Pinuel Basumatary has infact lodged complaint to higher ups at Delhi claiming that AAPSU members had intimidated Anupam Lahiri, FCI general manager of Arunachal Pradesh. Referring to letter no. They have to explain us,” stated AAPSU. Further they added, “We are giving 10 days time to the FCI officials to clarify. Besides Basumtaray has portrayed Arunachal as law-less state in his report which is against the interest of state. AAPSU urged all those FCI officials who had left Itanagar office on the pretext of security reason to come back at the earliest and resume duty. “You will find lawless people everywhere in this world. Just because of some unfortunate incident FCI officials should not brand Arunachal as lawless state. At present because of flood and natural calamity people of interior Arunachal are crying for food. World heritage sites face challenges

International Union for Conservation of Nature is warning of the growing threats faced by many existing World Heritage sites and is calling for stronger measures to guarantee their future.

Despite considerable successes over the last four decades, the   World Heritage Convention cannot afford to rest on its laurels, according to IUCN, the World Heritage advisory body on nature.

According to Director of IUCN’s World Heritage Programme too many World Heritage sites are left with few resources to ensure their proper management, risking their role as natural flagships for the protection of critical habitats and unique wildlife vital to the future of our planet. He said, many face a barrage of challenges, not least from mining and oil exploration.

The Convention must remain an effective mechanism for conserving places of natural wonder and uphold its high standards.

Nearly 8 per cent of the 217 natural World Heritage Sites are on the World Heritage Danger List, while 25  per cent are affected by serious conservation issues and the status of many other sites is not known. Over 60 per cent of West and Central African sites are on the Danger list, and one in four of these iconic areas are threatened by planned mining, oil and gas projects. This includes Virunga National Park in the Democratic Republic of the Congo, home of the world’s last mountain gorillas.

The IUCN was instrumental in creating the World Heritage Convention in 1972 and has a unique advisory role in supporting the Convention in achieving conservation results.

A letter to Union Human Recourse Development Minister

Dear Editor,

This is a letter written to the Union Human Resource Development Minister regarding infrastructure and shifting of JNV, Doimukh from its temporary site to permanent site.

The Vidyalaya is still functioning in its temporary building for last ten years and yet to be shifted to its permanent building. It has been facing a very awkward situation for continuing its academic session - 2013-14. The Vidyalaya is presently running in its temporary site since 2003 at Doimukh Village which has been allotted by the District Administration for 2 years to JNV Doimukh.  The temporary site is pertaining to Doimukh Higher Secondary School only.

That Sir, the land for the Vidyalaya’s permanent site at Gumto Village having 54.71 acres of land was handed over by the District administration to the Vidyalaya authority in 2005 and the construction  work at permanent site of the Vidyalaya started since 2007-08. However, due to slow construction  activities, the Boys Hostels / Girls Hostels / Staff quarters and the approach road of the Vidyalaya  are yet to be completed. As the Vidyalaya’s permanent site is having the entire hilly infrastructure, the feasibility of water source in the Vidyalaya campus is not available. Till date there is no visible steps for providing water in the Vidyalaya campus. However, the PHE (Public Health Engineering department, Papumpare) has prepared an estimate amounting to Rs. 04.33 crores and  the estimate has already been sent to the Navodaya higher authority for necessary action. The electrical works are also progressing slowly and so far only 40 per cent work has been completed.

At present  the Vidyalaya authority  is unable to leave its temporary site due to non-completion of construction works for Water / Electricity supply and approach road etc at  its permanent site.

Therefore, the constriction agency has to take responsibility for non-completion of its assigned works in time.

As the Vidyalaya’s temporary site is pertaining to Doimukh Higher Secondary school, pressure has always been given by the concerned school’s student to vacate their campus at the earliest as they want to construct a hostel of Higher Secondary School hostel there. In a recent meeting also, the Papum Pare Deputy Commissioner Cum- Chairman, VMC JNV Papumpare asked the Vidyalaya authority to shift  the school to its permanent site anyhow latest by March -2013.

Now, the Vidyalaya authority as well as the parents / guardians are in a quandary. What will be the fate of the JNV if the infrastructures at permanent site of Vidyalaya  are not completed before March 2013 ?

Sir , due to the lack of proper buildings and infrastructure facilities, the students of JNV Doimukh have been facing various problems which severely affect their academic activities. However, Vidyalaya authority has tackled the problems to some extend.

Both state and central Govts have to take responsibility for smooth running of the vidyalaya. Therefore, the union minister is requested to intervene in the matter in the greater interest of the JNV Doimukh and its students.

Yours’

Shyam Yangfo

Secretary, Parents-Teachers Committee, JNV Doimukh.

Menchukha Govt HSS needs Govt attention

Dear Editor,

I would like to draw the attention of the authority, particularly education department towards the problems being faced by the students of Govt Hr. Secondary School, Mechukha.

For last many years, no senior subject teachers, particularly of English, Economics and History for higher classes have been posted in the school and  the school is virtually run by  SSA teachers. Authority promised several times to post subject teachers, but it remains a lip service and as a result the students are  showing poor results in CBSE examinations.

I, being a senior student of Mechukha sub-division request the DDSE Aalo to inspect the  school to take stock of the present situation and also request the  higher authority, including DDSE and DC to take necessary  action against absentee teachers  and post senior teachers immediately.

I would also like to appeal local MLA P D Sona and panchayat members to look into the matter for the better future of the students.

Yours’
